Annual Operating Report (AOR) Study Update

The CTD is conducting a study to improve the accuracy and analyses of performance data reported in the AOR. The final report was presented at the September 15th business meeting and the Commission approved the recommendations to continue the study by testing the collection of disaggregated (detailed) data as part of the AOR. The CTD and Thomas Howell Ferguson hosted a webinar on April 12, where Community Transportations Coordinators (CTCs) were invited to submit their disaggregated AOR data on a test website created for the purpose of this study. CTCs interested in participating on the test website must contact Mike Rosciam from Thomas Howell Ferguson at: mlr@thf-cpa.com. Here is a link to the instructions for participants to submit their AOR data from the State Fiscal Year 2022-23 (July 1, 2022 – June 30, 2023): Instructions for uploading disaggregated AOR data. Deadline to Submit Innovative Service Development Grant Applications – April 30, 2024

CTCs interested in proposing projects funded under the ISD Grant for State Fiscal Year 2024-25 (July 1, 2024 – June 30, 2025) must email their application to FLCTDGrantApps@dot.state.fl.us by 11:59 p.m. E.D.T. on April 30, 2024. All documents and information for the FY2024-25 ISD Grant application are available on our Grants page. CTC applicants should carefully review the grant manual and information that was provided during the training webinars on February 28 and April 18, which can be found at: CTD Calendar of Past Events.

The Commission received presentations from the current year ISD Grant projects on April 23 and 24. The recordings and copies of the presentations can be found at: CTD Calendar of Past Events. The information presented will be considered as part of the review of projects reapplying for funding for FY24-25. The ISD Grant Review Subcommittee will meet on May 16-17 to review all applications and make funding recommendations to the full Commission.

The next Commission Business Meeting is scheduled to be held in Tampa on June 3, where the CTD is expected to approve ISD Grant projects for FY24-25. The funding is contingent on the Governor’s approval of the General Appropriations Act.

2023 ISD Grant Program Report

The CTD Innovative Service Development (ISD) Grant is a program that awards funding on a competitive basis to support projects that test new, innovative services to customers who are transportation disadvantaged. This year, CTD contracted with Thomas Howell Ferguson, P.A., to assist with the evaluation of ISD Grant projects that were funded in State Fiscal Year 2022-23 (July 1, 2022 - June 30, 2023). CTD Report on ADA Paratransit Services

The Commission has published a final report on its policy pertaining to the use of Transportation Disadvantaged Trust Fund dollars related to "Complementary Paratransit" services required under the U.S. Americans with Disabilities Act (ADA). The report results from two public workshops held on February 25 and May 7, 2021, where the Commission invited stakeholders to provide public input on this policy.
